GCMS notes Canada applicants’ requests after a refusal show the officer’s full file entries and the request is free under the Privacy Act for applicants anywhere in the world. Check your refusal package first, though. Since 29 July 2025, IRCC has attached officer decision notes to many refusals, so you may already hold part of the answer.

What Are GCMS Notes in Canada?
GCMS notes are the officer’s entries on your file in IRCC’s Global Case Management System. They record review dates, the points the officer checked and the reasons for the decision.
You cannot see them in your online account. You obtain them by asking IRCC for your personal information through ATIP, short for Access to Information and Privacy. “ATIP notes” and “GCMS notes” describe the same record.
Officer Decision Notes vs GCMS Notes
Which Refusals Include Officer Decision Notes
Since 29 July 2025, IRCC has sent officer decision notes with refusal letters for temporary resident visas (excluding eTAs and temporary resident permits), visitor records, study permits and work permits, including extensions. IRCC may redact parts of them.
At launch, applicants who used the new version of the IRCC Portal did not receive the notes. IRCC’s 2024 to 2025 Privacy Act report says the new online account includes access to officer decision notes. It also says IRCC introduced the account to a subset of eligible visitor visa (TRV) clients in June 2024. If your refusal arrived without notes, request your GCMS notes.
When You Still Need GCMS Notes
Request GCMS notes when your refusal came without decision notes, when parts are redacted or unclear, or when you plan a judicial review. The GCMS notes Canada applicants receive after a request hold the full record of officer entries, not only the final summary. In visitor visa cases, the Federal Court has treated GCMS notes as part of the officer’s reasons.
Why Request GCMS Notes After a Canada Visa Refusal?
Request them when the refusal does not show which part of your file caused the decision.
Refusal Letter vs Officer Notes
IRCC refusal letters list grounds from a template. The most common visitor visa ground is that the officer is not satisfied you will leave Canada at the end of your stay, under paragraph 179(b) of the Immigration and Refugee Protection Regulations (IRPR). The letter may not name the document or detail behind that finding. The officer’s entries can. For the usual grounds, read our guide to Canada visit visa rejection reasons.
When the Notes Help and When They Do Not
The notes help when you need to know whether the officer questioned your funds, travel history, family ties or purpose of visit. They also help when you suspect an overlooked document. They do not change the decision, and they do not speed up a new application.
How to Get GCMS Notes: Step by Step
File a Privacy Act request with IRCC for your own file. IRCC explains the process on its Privacy Act request page.
- Collect your UCI, application number and refusal letter.
- Open IRCC’s ATIP online request service. To apply by mail, send form IMM 5563, or a letter stating the request is made under the Privacy Act, to ATIP Division, IRCC, Ottawa, Ontario K1A 1L1.
- Choose a Privacy Act request, because GCMS notes are your own personal information.
- Ask for all GCMS notes and officer’s reasons for the refused application, and ask for an electronic copy.
- Submit the request. No payment is needed.
- Keep your confirmation and tracking number.
Check the UCI and application number twice, because an error can delay your GCMS notes request.
ATIP Request for a Canada Visa Refusal: Who Can File
Canadian citizens, permanent residents and foreign nationals can all file, wherever they live.
Applicants Outside Canada
Applicants in Pakistan can file their own ATIP request for a Canada visa refusal. Privacy Act Extension Order No. 3 gave foreign nationals abroad this right on 13 July 2022. IRCC received 53,988 requests from foreign nationals outside Canada in 2024 to 2025.
Canadian Citizens, Permanent Residents and People in Canada
These applicants use the same Privacy Act route for their own file. A consent form is needed only when someone else files for you.
Filing Through a Representative With a Consent Form
A representative files under the Access to Information Act because the file holds another person’s information. The request needs a signed Consent for an Access to Information and Personal Information Request (IMM 5744) from each person aged 16 or over on the file, and it costs $5 CAD. The representative will see your whole file. Our advice: confirm that the representative is a licensed lawyer, or a consultant listed on the College of Immigration and Citizenship Consultants (CICC) public register.
AIRCS can review your refusal letter and notes with you. Call or WhatsApp +92 311 4464274, or book an appointment.
GCMS Notes Request Fee
A Privacy Act request for your own file costs nothing.
Official Government Fee
IRCC charges no fee under the Privacy Act. The $5 CAD fee applies only to Access to Information Act requests, which representatives file. IRCC accepts credit card payment only through the online tool and check or money order only with mailed requests.
Third-Party Service Fees
IRCC does not set what representatives charge. Our advice: since a request you file yourself costs nothing, compare any quote with that, and get the total price in writing before you pay.
GCMS Notes Canada Processing Time

What You Receive: Format and Redactions
Your GCMS notes Canada file lists entries by date, and you can ask for an electronic copy. In 2024 to 2025, IRCC released 89,424 responses as electronic records.
IRCC disclosed 37% of requests in full and applied one or more exemptions to 54%. The most used exemption protects information about other people. If you believe IRCC withheld information without good reason, you can complain to the Privacy Commissioner of Canada.
How to Read Your GCMS Notes After a Refusal
Read the entries in date order, then compare the last entries with your refusal letter.
Officer Entries and Dates
Compare each entry date with the date you uploaded your documents. This shows what the officer had on file at each review. The entries closest to the decision date usually hold the final assessment.
Stated Grounds for Refusal
Find the wording that matches the ground in your letter. Most visitor visa refusals cite IRPR paragraph 179(b), which requires the officer to be satisfied that you will leave Canada by the end of your authorized stay.
Concerns About Funds, Ties and Purpose of Travel
Refusal templates list personal assets and financial status, family ties, employment, travel history, purpose of visit and length of stay as grounds. Mark each topic in your notes, with the evidence the officer mentions. Our Canada visit visa guide for Pakistan lists the documents for each.
Common Abbreviations
- PA: principal applicant
- TRV: temporary resident visa
- UCI: unique client identifier
- IRPR: Immigration and Refugee Protection Regulations
What to Do After Reading Your GCMS Notes
Your GCMS notes Canada file decides which route fits: a new application, a reconsideration request or a Federal Court review. Check the court deadline first.
Reapplying With a Stronger Application
Visitor visa refusals have no administrative appeal, so a new application is the practical option for most refusals. Answer each concern in the notes with a document, and explain what has changed since the refusal. Check your Canada visit visa invitation letter and your cover letter against the notes as well.
Requesting Reconsideration
Reconsideration suits a clear error, such as an overlooked document. IRCC has no set process or deadline for reconsideration, and a request does not stop the court deadline.
Judicial Review and Its Time Limits
Apply to the Federal Court for leave and judicial review within 60 days if the decision was made outside Canada or 15 days if it was made inside Canada (IRPA s.72(2)(b)). The time counts from your notification of the decision. Requesting your notes does not stop the clock. A judge can extend the time for special reasons. See the Federal Court procedural chart. Our advice: request your GCMS notes the day you receive the refusal and speak to a Canadian immigration lawyer before the deadline.
Mistakes to Avoid When Requesting GCMS Notes
Mistake | Why it causes a problem | What to do instead |
Skipping the officer decision notes that came with your refusal letter | You may file a request for information you already have. | Read the decision notes first, then request GCMS notes only if they are missing, redacted or unclear. |
Requesting GCMS notes from Canada under the Access to Information Act yourself | You pay $5 CAD when the Privacy Act route is free. | Choose a Privacy Act request for your own file |
Entering a wrong UCI or application number | IRCC may delay or fail to find your file. | Check both numbers against your refusal letter before you submit |
Waiting for your notes while the court deadline runs | Requesting notes does not stop the 60-day or 15-day clock | File for judicial review in time if you want that option. |
Paying a representative without a written fee | IRCC does not set representative fees, so the cost can grow. | Get the total price in writing before you pay. |
Reapplying without answering the concerns recorded in the notes | The same concerns can lead to another refusal. | Answer each recorded concern with a document or an explanation. |
