- Leave a Comment on Manitoba PNP Guide for Pakistanis: Requirements, Points and 2026 Draws
The Manitoba Provincial Nominee Program (Manitoba PNP or MPNP) gives skilled workers in Pakistan a route to Canadian permanent residence, but its Skilled Worker Overseas pathway requires a connection to Manitoba. That connection can be a relative or friend in the province, past study or work there, or a direct MPNP invitation. In 2026, Manitoba has invited overseas candidates only through strategic recruitment.
Manitoba issued 8,527 Letters of Advice to Apply across 21 draws by 22 October 2026, against an annual allocation of 6,239 nominations. This guide explains the Manitoba PNP requirements, how MPNP points work, what the 2026 draws show and which pathway suits your profile.

What Is the Manitoba PNP?
The Manitoba PNP is Manitoba’s immigration program for skilled workers, international graduates and business investors who plan to settle in the province. Launched in 1998, it was Canada’s first provincial nominee program.
The MPNP has three streams:
- Skilled Worker Stream: Skilled Worker in Manitoba for people working in the province, and Skilled Worker Overseas for applicants living outside Canada
- International Education Stream: For graduates of Manitoba colleges and universities
- Business Investor Stream: For entrepreneurs and farm investors
Applicants in Pakistan apply through the Skilled Worker Overseas pathway. Compare other provinces in our Provincial Nominee Program guide.

AIRCS checks your IELTS, education and experience against MPNP requirements, and tells you whether Manitoba or another province suits you.
MPNP Skilled Worker Overseas Requirements
Every overseas applicant needs a connection to Manitoba and at least 60 out of 100 points on the MPNP self-assessment grid. You then apply through one of two routes, depending on whether you have an Express Entry profile.
| Requirement | Express Entry Pathway | Human Capital Pathway |
|---|---|---|
| Express Entry profile | Required | Not required |
| Language | CLB 7 for TEER 0 and 1 CLB 6 for TEER 2 and 3 | CLB 7 for regulated occupations CLB 6 for compulsory trades CLB 5 for other occupations |
| Work experience | At least 6 months in an in-demand occupation | At least 6 months in an in-demand occupation |
| Education | At least 1 year of post-secondary education | At least 1 year of post-secondary education |
| Minimum age | 18 | 18 |
| Career plan | Required | Required |
The Express Entry Pathway is open only to candidates who already qualify for a federal Express Entry program. For most applicants in Pakistan, this is the Federal Skilled Worker Program, which requires CLB 7 and at least 1 year of continuous skilled work experience.
Both pathways also need an Educational Credential Assessment (ECA) for a Pakistani degree and proof of settlement funds as required by the MPNP. A nomination through the Express Entry Pathway adds 600 CRS points, while Human Capital Pathway nominees apply for PR through IRCC’s online portal.
What Counts as a Connection to Manitoba?
Manitoba accepts three types of connection, and you need at least one:
- Manitoba Support: A close relative or friend who is a Canadian citizen or PR and has lived in Manitoba continuously for at least 1 year. Close relatives include the parents, grandparents, siblings, aunts, uncles, nieces, nephews and first cousins of you or your spouse.
- Manitoba Experience: At least 6 consecutive months of full-time work with a Manitoba employer, or a completed post-secondary program at a Manitoba institution
- Manitoba Invitation: A direct MPNP invitation after an interview at an overseas recruitment mission or an approved exploratory visit
In the EOI ranking, an MPNP invitation earns 500 points, a close relative 200, past work or study up to 100, and a friend or distant relative 50.
A son or daughter living in Manitoba is not on the close relative list, so parents cannot qualify through their children. Parents who want long stays in Canada can apply for a Canada Super Visa instead.
Regional Immigration Initiatives in Manitoba
Some Manitoba communities endorse skilled workers who have no family connection to the province. These candidates are invited through the Regional Communities channel, which issued 15 invitations each in the 24 September and 22 October 2026 draws.
- Morden: For skilled workers aged 21 to 45 with no other connection to Canada. Requires an exploratory visit, and supports about 50 families a year (City of Morden).
- West Central Manitoba: Covers eight rural communities and requires an exploratory report.
Community support does not guarantee a nomination.
How MPNP Points Work
The MPNP uses two separate points systems. You need at least 60 out of 100 on the self-assessment grid to submit an EOI, which the MPNP then ranks out of 1,000 points.

The ranking grid covers six factors:
- Language: Up to 100 for CLB 8 in all four skills, plus 25 for French at NCLC 5 or higher
- Age: Up to 75 for ages 21 to 45
- Work experience: Up to 75 for 4 or more years, plus 100 if a Manitoba regulator fully recognises your licence
- Education: Up to 125 for a master’s or doctorate
- Adaptability: Up to 500 for your Manitoba connection
- Risk assessment: Up to 200 deducted for study or work in another province

Manitoba PNP from Pakistan: Who Should Apply?
The Manitoba PNP suits applicants in Pakistan who already have an established connection to Manitoba. Without one, Express Entry or another province is usually the stronger choice.
- You have a close relative or friend in Manitoba: You can submit an EOI, but no 2026 draw has invited overseas candidates on family support alone. Keep Express Entry and other provinces in your plan.
- You studied or worked in Manitoba before: Your connection qualifies and earns up to 100 adaptability points
- You have an MPNP invitation: This is your best chance. It gives 500 points, and in 2026 it was the only way overseas applicants were invited.
- You have no connection: You can still qualify if a regional initiative such as Morden’s invites you, which counts as a Manitoba Invitation. Compare other options in our guide to Express Entry vs PNP.
How to Apply from Pakistan: Step by Step
Applying to the Manitoba PNP from Pakistan takes five steps.
- Prepare your documents: Language results less than 2 years old (IELTS General Training, CELPIP, TEF Canada or TCF Canada), an ECA for your degree and proof of your Manitoba connection
- Submit an EOI: Create a free profile on MPNP Online. It stays in the pool for 1 year, and you can hold only one active profile.
- Receive a Letter of Advice to Apply: If Manitoba selects you, submit your full application and pay the CAD 500 fee within 60 days
- Get nominated: Manitoba aims to decide on your application within 6 months
- Apply for PR: Express Entry nominees accept the nomination in their profile and wait for an Invitation to Apply from IRCC. Human Capital nominees apply through IRCC’s online portal within 6 months.
Frequently Asked Questions
Can I apply for the Manitoba PNP from Pakistan without a relative in Manitoba?
Yes, if you have another connection: a friend in Manitoba, past study or work there, or an MPNP invitation. Regional initiatives such as Morden’s can also invite applicants with no connection to Canada.
What is the minimum IELTS score for the Manitoba PNP?
Most Human Capital Pathway jobs need IELTS General Training scores of 5.0 in listening, 4.0 in reading, 5.0 in writing and 5.0 in speaking (CLB 5). The Express Entry Pathway needs 6.0 in each band (CLB 7) for TEER 0 and 1 jobs, and most applicants need CLB 7 to qualify for Express Entry anyway.
How many points do I need for an MPNP EOI draw?
You need 60 out of 100 to submit an EOI. In 2026, Manitoba invited overseas candidates only through strategic recruitment and did not publish a minimum score for those selections.
How long does the Manitoba PNP take?
The MPNP aims to decide on applications within 6 months, and IRCC then processes the PR application. The full process from EOI to PR usually takes 12 to 24 months.
Does a Manitoba nomination add 600 CRS points?
Only nominations through the Manitoba Express Entry Pathway add 600 CRS points. Human Capital Pathway nominees apply through IRCC’s online PR portal, without the 600 points.
