Pakistan has a growing number of skilled web developers working with software houses, startups, and clients abroad. Many handle the same projects as developers in Canada, but earn far less for it. For many of these professionals, Canada PR for web developers is a realistic step for better career opportunities and long-term growth.
Canada has long been a strong destination for tech talent, but the way it selects them changed in 2026. Entering Express Entry and waiting for a tech draw no longer works. IRCC removed web developers from the STEM category this year, and no STEM draw has run since April 2024. This guide explains which pathways remain available and how web developers can approach them.

Which NOC Code Do Web Developers Use?
Web developers apply under NOC 21234, Web developers and programmers, a TEER 1 occupation. TEER 1 is the professional tier, which qualifies you for the Federal Skilled Worker Program and the Canadian Experience Class. It does not qualify you for the Federal Skilled Trades Program, as that is limited to designated trade occupations.
This code covers a wider range of titles than most applicants realise. Front-end web developer, back-end web developer, full stack web developer, web application developer, web programmer, webmaster and web integrator all appear as examples under NOC 21234 on the official NOC profile.

To claim NOC 21234, your duties must match the lead statement of the occupational description with all of its essential duties. A reference letter that confirms your title but does not set out the web development work you actually performed is unlikely to support the claim.
What Your Reference Letter Must include
For NOC 21234 web developers, the reference letter is the document that proves your occupation. It must be printed on company letterhead and include your job title, employment dates, weekly hours, annual salary and benefits, a brief description of the company, its physical location, and your actual duties. It must also carry the name, signature and direct contact details of your supervisor or HR officer, including an email address on the company domain.
Duties must be written in your own words. Saskatchewan specifies that job duties copied from the NOC website or other online resources will not be accepted, and treats the NOC as a guide for choosing the correct code rather than text to reproduce.
Why STEM Draws No Longer Help Web Developers
For Canada PR for web developers from Pakistan, there are two workable options: a provincial nomination, or the French-language category. IRCC revised the STEM category for 2026 and reduced it to 11 occupations. Web developers were removed, along with software engineers and software developers. Cybersecurity specialists under NOC 21220 is the only computing occupation remaining. The current list is published on the IRCC category-based selection page.
The last STEM round was held on 11 April 2024, so the category has been dormant for close to two and a half years. Any guide advising you to enter the pool and wait for a STEM draw is therefore recommending a route that is closed to your occupation.
Between 5 January and 19 August 2026 IRCC issued 119,865 invitations across 49 rounds, the highest annual total on record, but Canadian Experience Class and French-language rounds accounted for roughly 83 percent of them, with CEC cut-offs between 507 and 523.
Canada PR Pathways for Web Developers in 2026
Three routes remain realistic for web developers. Two can be pursued from Pakistan without a Canadian job offer, while the third requires relocating to study.
Route One: Provincial Nomination
A provincial nomination is the strongest route to Canada PR for web developers. It adds 600 points to your CRS score, which raises almost any profile above the cutoff.
Saskatchewan offers two separate options, and the requirements are different. The Innovation and Tech Talent Pathway includes NOC 21234 among its eligible occupations but requires a permanent, full-time Saskatchewan job offer and an Employer Position Assessment obtained by your employer.
The Occupation In-Demand sub-category requires no job offer. You submit an Expression of Interest and must score at least 60 points out of 110 on Saskatchewan’s grid, hold CLB 4 or higher and an ECA, and have one year of full-time paid skilled work in the past ten years in your field of education.
Alberta operates an Accelerated Tech Pathway under the Alberta Advantage Immigration Program, and its Express Entry stream can select candidates from the federal pool without an Alberta job offer.
British Columbia holds regular tech draws but requires a full-time job offer from a BC employer.
Ontario now requires an Ontario job offer for skilled workers under its new Workforce Priority stream.

Route Two: The French-Language Category Draws
French-language rounds are the most accessible federal route for a web developer with no Canadian experience, because the category selects on language rather than occupation.
You need NCLC 7 or higher in all four French abilities, proven through an approved test such as the TEF Canada or TCF Canada. The standard Express Entry requirements still apply, so you also need your ECA, one year of skilled work and proof of funds.
On 19 August 2026, IRCC issued 5,000 invitations at CRS 382, while the Canadian Experience Class round the day before closed at 523. French rounds have issued 50,500 invitations this year, more than any other round type.
Route Three: Study Permit to PGWP
Studying in Canada is the longest and most expensive route, but it leads to the Canadian Experience Class, which accounted for a large share of invitations in 2026.
You study at a designated learning institution, obtain a Post-Graduation Work Permit, then complete one year of skilled paid work in Canada before applying through CEC. PGWP eligibility now depends on your field of study and credential, so confirm your program qualifies before enrolling.

Canada PR Requirements for Web Developers
The requirements are the same as for other skilled professionals.
- A degree assessed through an ECA, usually by WES for Pakistani applicants. Complete your HEC attestation first.
- CLB 7 or above through IELTS General Training, CELPIP-General or PTE Core. Moving to CLB 9 adds around 50 CRS points, the largest improvement most developers can make.
- Work experience. One year of continuous, paid, full-time work under NOC 21234 within the last ten years, supported by detailed reference letters.
- Selection grid. At least 67 points out of 100 on the Federal Skilled Worker grid.
- Settlement funds. Around CAD 15,263 for a single applicant. Saskatchewan additionally requires these funds to be held for three months.

How Freelance Work Is Treated
Many web developers in Pakistan earn through Upwork, Fiverr, or direct contracts with foreign clients. Immigration programs treat that income differently from salaried employment.
- Federal Skilled Worker. Foreign self-employed experience is assessed case by case and requires substantial documentation, including contracts, invoices, proof of payment, tax records, and client letters describing your duties.
- Canadian Experience Class. Self-employment does not count.
- Self-employment counts only for managerial occupations, or where the occupation requires a Saskatchewan licence. NOC 21234 is neither, so freelance years cannot support a Saskatchewan application.
- The Accelerated Tech Pathway excludes independent contractors outright, along with anyone working remotely from outside the province..
Web Developer Jobs and Salary in Canada
Job Bank reports wages for NOC 21234 between CAD 21.48 and CAD 57.16 per hour nationally, based on data published in November 2025. In the Toronto region the range runs from CAD 21.63 to CAD 52.31. Over a full-time year that works out to roughly CAD 45,000 at the low end and CAD 119,000 at the high end, before tax.
Pay varies by seniority, technology stack, and location, with senior full stack, cloud, and fintech roles at the upper end.
