Immigrate to Canada as a pharmacist

July 25, 2026

Pakistani applicants can immigrate to Canada as a pharmacist through the Express Entry healthcare category, which invited candidates with CRS scores of 467 and 475 in 2026, while general rounds required scores above 507. Eligibility is determined by two main criteria: at least 12 months of pharmacist experience within the past three years, and a credential assessment from the Pharmacy Examining Board of Canada rather than WES.

The permanent residence process typically takes 9 to 12 months. Licensing to practise is a separate process requiring 2 to 3 years, with assessment and examination fees totalling approximately CAD 4,885. The two expedited licensing pathways are not available to Pakistani pharmacy graduates.

Key Takeaways for Pakistani Pharmacists

  • PEBC assesses your degree, not WES. Immigration, Refugees and Citizenship Canada (IRCC) designated PEBC for NOC 31120 on 6 January 2014. Reports from WES submitted under this code will not be accepted, and the associated fees are non-refundable.
  • Begin by enroling in Pharmacists’ Gateway Canada. The CAD 390 enrolment fee provides the National ID number required by PEBC before document submission. This process can be completed from Pakistan at any stage of your application.
  • Experience requirements increased in February 2026. Healthcare draws now require at least 12 months of work experience within the past three years, up from six months, effective 18 February 2026.
  • The target Comprehensive Ranking System (CRS) score is 475. In 2026, the two healthcare rounds closed at 467 and 475, with each round issuing 4,000 invitations.
  • A provincial nomination requires a valid job offer. Every provincial stream for NOC 31120 requires an employer, making the federal healthcare draw the primary option for applicants without Canadian experience.
  • Expedited licensing pathways are not available to Pakistani graduates. Both the PEBC examination exemption and Manitoba’s expedited licensing route are limited to graduates from five specified countries, and Pakistan is not among them.

Requirements to Immigrate to Canada as a Pharmacist

Canada PR for pharmacists depends on six requirements. Four of these apply to all skilled workers, while two apply only to pharmacists and should be considered early in your application.

Pharmacist-Specific Requirements

Requirement

What it involves

Credential assessment

PEBC Document Evaluation followed by the ECA report. WES is not accepted under NOC 31120.

National ID number

Pharmacists’ Gateway Canada enrolment, mandatory before PEBC will accept documents.

Requirements Shared With Other Applicants

Requirement

What it involves

Work experience

12 months as a practising pharmacist within the last three years from any country.

Occupation match

Duties falling within NOC 31120, evidenced by employer reference letters.

Language

IELTS General Training at CLB 7 minimum. CLB 9 is generally necessary to reach healthcare cutoffs.

Settlement funds

CAD 15,263 for a single applicant in 2026, held in your account as proof of funds.

Many applicants mistakenly believe they need a Canadian job offer, PEBC exam result, or provincial pharmacy licence at this stage. In reality, these are only needed later or for different immigration streams. Waiting for them can delay your application, even if you’re already eligible. Our guide on points required for Canada PR explains how the CRS score is calculated across all factors.

What CRS Score Do You Need to Immigrate to Canada as a Pharmacist?

You typically need a CRS score of at least 475. Pharmacists are selected through the healthcare category draws, part of the Express Entry healthcare and social services stream, which has consistently closed 40 to 50 points below the general rounds in 2026.

The difference between category-specific and general rounds is significant. For example, a candidate with a CRS score of 480 may receive an invitation through the healthcare category while remaining in the pool for general rounds.

However, category-based draws don’t happen very often. In the first half of 2026, there were only two healthcare rounds. The June draw, for example, only accepted profiles created before 21 May, 2026. If you submit your profile after a draw is announced, you could miss your chance to be invited.

What Changed on 18 February 2026?

On 18 February 2026, IRCC increased the work experience requirement for category-based draws from six to twelve months. Pharmacists must now have 12 months of work experience within the previous three years. This change, effective just two days before the first healthcare round of the year, made candidates who were eligible in January ineligible in February.

Months of experience do not need to be continuous and can be accumulated across different employers and periods. International experience is accepted, so practice abroad counts equally. Part-time work is counted proportionally.

This requirement applies to all category-based draws, not only to Canada PR for pharmacists. For a comprehensive overview, refer to our guide on the new Express Entry rules for 2026.

Can You Immigrate to Canada as a Pharmacist Without a Job Offer?

You can immigrate to Canada as a pharmacist without a job offer through the federal healthcare category. However, a job offer is required for every provincial stream naming NOC 31120 in 2026.

Since Canadian employers require pharmacists to be licensed, most international applicants without a Canadian licence have to wait two or three years before they can start working.

Provincial Streams for Pharmacists in 2026

  • Alberta names pharmacists in its Dedicated Health Care Pathway, but requires a job offer from an Alberta healthcare employer.
  • Ontario consolidated its streams into the Workforce Priority stream in June 2026, which also requires a job offer.
  • Saskatchewan reserves half of its nominations for priority sectors, including healthcare.
  • British Columbia uses a provincial scoring system that is not connected to the federal CRS, so its published cutoffs are not comparable to Express Entry scores.

Confirm Your Occupation Code First

Not every Pharm-D graduate claims pharmacist as their primary occupation. Where duties are commercial or non-clinical, a different code and a different assessment body may apply, and that determination decides where your documents go. AIRCS Group confirms your occupation and prepares your file for submission.

How Much Does Pharmacist Licensing Cost in Canada?

Pharmacist licensing costs CAD 4,885 in assessment and examination fees for a Pakistani graduate. Permanent residence and the right to practise pharmacy are granted by different authorities at different stages, and permanent residence on its own does not authorise practice. The table below sets out each fee, using figures published by Pharmacists’ Gateway Canada and the PEBC.

Provincial requirements vary by destination. Most provinces require structured practical training under a licensed pharmacist, often unpaid, followed by a jurisprudence examination, registration, and professional insurance. Some provinces also require a bridging programme with tuition costs. It typically takes two to three years from enrolment to obtain a provincial licence for internationally trained pharmacists.

Fees verified against pebc.ca and pharmacistsgatewaycanada.ca. Both bodies revise their schedules, so confirm current figures before paying.

Steps to Immigrate to Canada as a Pharmacist

For pharmacists, starting the PEBC assessment early is critical as every step depends on its completion. Initiating this process can significantly reduce your overall immigration timeline.

  1. Complete HEC attestation. Your degree and transcripts must be attested before PEBC will evaluate your credentials. This process typically takes several weeks in Pakistan.
  2. Enrol in Pharmacists’ Gateway Canada. Enrolment costs CAD 390 plus tax and issues the National ID number PEBC requires before it will accept documents. This step can be completed from Pakistan.
  3. Open a PEBC Document Evaluation. Submit your attested documents. The evaluation typically takes several months, during which the remaining steps can be completed.
  4. Take the IELTS while your evaluation is ongoing. Overlapping your language preparation with the credential assessment can reduce your total processing time by several months.
  5. Collect reference letters. Each letter should include your dates of employment, weekly hours, salary, and the clinical duties you performed, on official company letterhead from each employer within the past three years.
  6. Create your Express Entry profile. Select pharmacist as your primary and attach the PEBC Educational Credential Assessment (ECA) once it is issued.
  7. Submit your PR application after receiving an invitation to apply. After receiving an invitation to apply, you have 60 days to submit medical exams, police certificates, and proof of funds as part of the standard federal process.
  8. Licensing is not part of immigration. The licensing process begins after you arrive in Canada and follows a separate timeline, which is covered in the sections below. The same two-stage structure applies across regulated health professions, as explained in our guide to Canada immigration for healthcare professionals.

Which Licensing Exemptions Apply to Pakistani Pharmacists?

Two accelerated licensing pathways exist for internationally trained pharmacists. Eligibility for both depends on where you studied and where you have practised, so applicants planning to immigrate to Canada as a pharmacist should confirm their position before setting a timeline.

The PEBC Evaluating Examination Exemption

Since 13 May 2025, pharmacists from CCAPP-accredited or ACPE-accredited programmes, and those from Australia, New Zealand, Ireland, South Africa, and the United Kingdom, may proceed directly to Qualifying Examination Part I. Pakistani graduates complete the Evaluating Examination, at CAD 910, as part of the standard sequence.

A second route to the exemption is open to pharmacists who hold a full unrestricted licence and have completed one year of direct patient care in an approved country within the past three years. Applicants with overseas experience should have their record reviewed before assuming the standard route applies.

Manitoba’s Accelerated Licensing Pathway

Manitoba operates an accelerated pathway limited to graduates of specified countries. Applicants should verify the current eligibility criteria before building a timeline around this route.

Neither pathway affects the immigration application itself. Pakistani graduates complete the standard licensing sequence after arriving in Canada. Physicians follow a comparable two-stage structure, described in our guide on how to immigrate to Canada as a doctor from Pakistan.

Frequently Asked Questions

Can pharmacists use WES instead of PEBC for Canada PR?

No. IRCC has required a PEBC assessment for pharmacists since 6 January 2014. WES evaluations apply only if your primary occupation is something other than pharmacy, such as pharmaceutical sales or regulatory affairs.

What is the first step for pharmacists applying to Canada PR?

The first step is enroling in Pharmacists’ Gateway Canada, which costs CAD 390 plus tax. Enrolment issues the National ID number PEBC requires before it will accept documents, and it can be completed from Pakistan.

What CRS score do pharmacists need for Canada PR?

Pharmacists typically need a minimum CRS score of 475. In 2026, healthcare category rounds closed at 467 in February and 475 in June, each issuing 4,000 invitations. General rounds required scores above 507.

Are PEBC examination results required to apply for permanent residence?

No. The PEBC Document Evaluation and the resulting ECA report are the only requirements for immigration. The Evaluating and Qualifying Examinations belong to the licensing process and are completed after arrival in Canada.

Is a Pakistani Pharm-D degree accepted for Canadian immigration?

Yes. PEBC requires at least a four-year entry-level pharmacy degree, and the five-year Pakistani Pharm-D degree is fully acceptable. HEC attestation is required before submitting transcripts.

How long does it take to practise as a pharmacist after arriving in Canada?

It typically takes two to three years to complete the full sequence of examinations, practical training, and provincial registration. Pakistani graduates follow the standard licensing process, as accelerated pathways are not available to them.

The Next Healthcare Round Will Not Wait for Your File

Two healthcare category draws took place in the first six months of 2026, and the June round accepted only profiles created before 21 May. Pharmacists invited in those rounds had completed their PEBC assessment before the round opened
