Canada PR Pathways 2026: Routes Open to Pakistani Applicants

Express Entry in 2026: Programs and Category-Based Draws

Express Entry is Canada’s main federal pathway to PR and the usual route for skilled workers abroad who do not have a job offer. It manages three programs:

• Federal Skilled Worker Program: at least one year of continuous skilled work experience in the last 10 years, CLB 7 in English or French, an ECA for foreign education, 67 points on the selection grid and proof of settlement funds.
  
  
• Canadian Experience Class: at least one year of skilled work experience in Canada within the last 3 years, with CLB 7 for TEER 0 and 1 jobs or CLB 5 for TEER 2 and 3 jobs.
  
  
• Federal Skilled Trades Program: two years of trade experience in the last 5 years, CLB 5 in speaking and listening, CLB 4 in reading and writing, and either a job offer of at least one year or a Canadian certificate of qualification.

On 18 February 2026, IRCC announced 10 categories for targeted draws, including French-language proficiency, healthcare and social services, STEM, trades, education and transport. Category draws often have lower cut-offs than program draws:

IRCC held no general draw between August and mid-October 2026, so Federal Skilled Worker candidates in Pakistan were invited mainly through category and PNP rounds. Our guide to how Express Entry rounds of invitations work explains how these cut-offs are set.

Provincial Nominee Programs: The Second-Largest PR Pathway

The Provincial Nominee Program has 91,500 places in 2026, the second-largest target after Express Entry. A nomination through an Express Entry-linked stream adds 600 CRS points, so a candidate with a base score of 300 would reach 900. That is well above the 697 to 772 cut-offs in PNP draws between August and October 2026.

Many provincial streams require a job offer, work experience in the province or experience in a specific occupation. Allocations are also limited. Alberta, for example, had only 1,062 of its 6,603 nominations left on 7 October 2026, as explained in our Alberta Advantage Immigration Program guide.

Atlantic and Rural Pathways: Job Offer Routes Outside Major Cities

Canada also runs two employer-driven pathways for smaller provinces and communities. Both require a job offer from a designated employer and accept applicants from outside Canada.

• Atlantic Immigration Program: for skilled workers and recent graduates with a job offer from a designated employer in New Brunswick, Nova Scotia, Prince Edward Island or Newfoundland and Labrador, plus an endorsement from that province. Its 2026 target is 4,000 places.
  
  
• Rural Community Immigration Pilot and Francophone Community Immigration Pilot: for candidates with a job offer from a designated employer in one of 18 participating communities. Fourteen communities take part in the rural pilot and six in the francophone pilot, with two in both. Candidates also need a recommendation from the community.
  
  

Which Canada PR Pathways Are Closed or Paused in 2026?

Four pathways are not accepting new applications in 2026, so applicants should avoid paying preparation or consultancy fees for them:

• Start-up Visa: closed to new applications since 1 January 2026, and the exception for 2025 commitments ended on 30 June 2026. IRCC plans a new High Impact Start-up Visa pilot, but no launch date or eligibility criteria have been released.
  
  
• Home care worker pilots: IRCC paused intake for the child care and home support pilots on 19 December 2025, and the planned March 2026 reopening did not go ahead.
  
  
• Self-Employed Persons Program: the pause on new applications was extended on 1 January 2026 and remains in place until further notice.
• Agri-Food Pilot: closed on 14 May 2025 after reaching its cap of 1,010 applications.
  
  

What Is the In-Canada Workers Initiative?

The In-Canada Workers Initiative is a one-time measure to grant PR to up to 33,000 temporary workers, in addition to Canada’s regular PR targets. IRCC announced it on 4 May 2026, with at least 20,000 workers to be granted PR in 2026 and the rest in 2027. It is not a new program, and there is no application to submit.

IRCC prioritizes existing PR applications from work permit holders who applied through the Provincial Nominee Program, the Atlantic Immigration Program, the community immigration pilots, the caregiver pilots or the Agri-Food Pilot. Candidates must have lived in a smaller Canadian community for at least two years, and IRCC is focusing on workers in agriculture, health care, skilled trades, hospitality and natural resources. Because candidates must already be living and working in Canada, applicants in Pakistan cannot benefit from this initiative.

Which Canada PR Pathway Suits Applicants from Pakistan?

The right pathway depends on the applicant’s skills, language scores and job offer options:

• Strong English and skilled work experience: Express Entry through the Federal Skilled Worker Program. Since IRCC held no general draws between August and mid-October 2026, these candidates were invited mainly through category and PNP rounds.
  
  
• French at NCLC 7 or above in all four skills: French-language draws, where the cut-off was 382 on 19 August 2026. Candidates who also have CLB 5 in English receive up to 50 additional CRS points.
  
  
• Healthcare, trades or STEM experience: occupation-based category draws, which require 12 months of work in an eligible occupation within the last 3 years.
  
  
• An occupation in demand in a specific province: an Express Entry-linked provincial nominee stream, and a nomination adds 600 CRS points.
  
  
• A job offer in Atlantic Canada or a participating rural community: the Atlantic Immigration Program or the Rural and Francophone Community Immigration Pilots.
  
  
• A spouse or partner who is a Canadian citizen or permanent resident: family sponsorship, which has 69,000 places for spouses, partners and children in 2026.

Rights and Obligations After Canada PR

Permanent residents can live, work and study anywhere in Canada, receive provincial health coverage under each province’s rules and sponsor eligible family members. However, they cannot vote, run for political office or hold some jobs that require a high-level security clearance.

To keep PR status, a permanent resident must be physically present in Canada for at least 730 days in every 5-year period. These days do not need to be continuous, and certain periods abroad, such as accompanying a Canadian citizen spouse, also count.

After 1,095 days of physical presence in Canada within 5 years, a permanent resident can apply for Canadian citizenship. Also, applicants must have filed taxes for at least three of those years and, if they are between the ages of 18 and 54, they must meet the language requirement and pass the citizenship test.
